Proposition B - Animal Shelter

9,296 square feet with:

  • Additional and functional kennels for both dogs and cats.

  • Meet and greet space.

  • Examination and training rooms.

  • Outdoor shaded kennel space, and exercise yard.

The proposed facility will be planned to manage phased growth and plan for build-out.

STATUS:

The City Manager’s Office is seeking a qualified design firm thru a Request For Qualifications (RFQ) process to design not only the public safety and animal shelter facilities but also a City campus to house nearly all City functions on the site of Herfurth Park downtown.  A Council work session was held in late March for three RFQ candidates to present their project methodology and approach and to exhibit their concept of the City campus to the Council for consideration.

Strengthen Neighborhood Livability

Strategic Priority 

  • Animal Services maintains an exemplary 95% live release rate (99% dogs and 89% cats) 

  • The shelter has been at Code Red status for dogs since March 2022. Code Red is reached when there are 18 dogs (or more) at the shelter. 

  •  In FY 2022, there were approximately 40 animals in foster care. This is a key factor in maintaining our exemplary live release rate.

  • Approximately 60% of the US population owns at least one animal.

Current Animal Shelter:

•    City of Rowlett Animal Services is located at 4402 Industrial Street.
•    3,944 square feet.
•    Built in 1997.
•    24 dog kennels and 4 quarantine kennels. 
•    One cat room.
•    Minor renovations performed in 2020 to better utilize space.
